Push-ups "to failure" stands for your maximum, do as many repetitions as you can whether it's 4 push-ups or 40 - just do your best every time. It's ok to substitute with knee push-ups if a full push-up is not something you can do yet.
Tip: if you own a pair of dumbbells you can do renegade rows instead of shoulder taps for additional back and biceps work. If your dumbbells are over 8kg (16lb) halve the number of reps per set.
