Is the Back and Bicep workout a circuit or should I just do 3 sets of each exercise before procedding to the next one?

I'm talking about the "Back & Biceps" workout (https://darebee.com/workouts/back-an...s-workout.html)
Same question as in the title: Is this workout a circuit or do I do the 3 sets of each exercise before procedding to the next one?

Note: By circuit I mean after the 20 seconds rest I proceed with the next workout instead of the next set of the same workout I just did.

You would do each exercise 3 times with 20 seconds rest after each set before moving on to the next exercise. So 10 curls - 20 sec rest, repeat 2 more times. Then 8 bent over rows - 20 sec rest, repeat 2 more times, etc.

In addition to mcpayton: The rest between the different exercises is not mentioned in most classic style workouts, but it should be usually 2min... have fun withthe workout, it is a good one...
